Inclusion Criteria: * diagnosed osteo or rheumatoid arthritis * Oral NSAIDs were not deemed appropriate treatment * Completed diclofenac sensitivity patch test with negative result * Signed informed consent form Exclusion Criteria: * At the discretion of the physician and HPB
